(the former Ningbo Locomotive Capacitor Development Center) was founded by CSR Zhuzhou Electric Locomotive Works (Gofront), CSR Zhuzhou Electric Locomotive Research Institute (Times) and Ningbo Jiangbei Finance Development Corporation in April 1991.
